Lucia, Novaliches, Quezon City, Metro Manila, as applied for by the People's Neighborhood Association, Inc., represented by Ms. Mabel C. Napoles, subject to the conditions prescribed under Quezon City Ordinance No. SP-56, S-93 and Batas Pambansa Blg. 220.
